We visited in mid January and found that electricity was up and running throughout the capital of San Juan. Just an hour away, you can find a dry forest, a dwarf forest, or the largest cave system in the western hemisphere, among other natural features.
For cars, I recommend checking Expedia as it has some of the cheapest car rental options. Unless you are staying at a resort that will shuttle you wherever you want to go or are planning to stay exclusively in Old San Juan, you will need to rent a car.
